As fixes still seem to be non-existent, I suggest trying this mod, Level 4 Merchants Improved: it places The Scribe, Ron Staples, Doc Anderson, and Smiling Larry in the Dugout Inn, without removing the chance to encounter them randomly. Haven't been to Vault 81 for Holt yet, and have never encountered Staples, Larry or the Scribe, though I periodically check a couple of their possible spawn points. I think the highest we can go is 21, then I saw the other unique merchants that required the same conditions, two needing 20 and one 10. Currently have Vault Tec dude, Anne and Rylee employed met the Doc early on, before I could recruit, never seen since, 300ish hours in. but on your other save there might be a cook so you really can't tell who is gonna be there. Every merchant requires a level 3 store and some of them won't offer their services unless the settlement has a large enough population.
